Use of Password Manager in SafePay

When I open Safeway, Password Manager does not log on automatically. When I try logging in to Password Manager while in SafePay it may take 2-3 times, failing all the prior times. Sometimes logging off SafePay and logging back in to get Password Manager to log in. Why is this so difficult to log in? Is there a setting to get Password Manager logged in? SafePay is useless without Password Manager for me.
