I have an email that should have easily been detected as phishing but was NOT. Is there a way to test how this made it through the engine? And can I submit it to a database for others?

I'd like to report phishing site asking for credit card info for posta.sk (slovak post office). The link in email acts to open https://www.posta.sk/sk/?c7r7b8zww7m77&Ing, but in fact it goes to https://all-stamps.com/temp/sk/sk/manage/ . Sender of email is support@utsavseeds.com.
