Cannot get File Vault to work

I'm trying to test out the file vault to see how it works so I can figure out how I want to implement it but I cannot for the life of me get it to work. I've been following the instructions provided in the wizard as well as whats provided at this link but I can't get it to work.

Every time I open it, windows says its needs to format it, which I would think it shouldn't need to do. If I cancel out of the format, it simply doesn't allow me to open it. If I attempt to format it, it says that it cannot perform this action and then unmounts the drive.


I don't know if I'm missing something or not. I'm making the vault in an SSD that is not my main drive, and I am an administrator.

Any help would be appreciated.
