Download speed theft of around 500meg

Good day please help I already send numerous emails to you regarding as I see it the theft of my internet speed, al response I get back is that your people are working on it, don't send me that response again send me a solution because at this moment I have only 500meg usage of my 1gig download speed.
You already send me a lot of steps that I must do to increase my speed but the problem still is that httpproxy because when I delete it my speed jump to 900 plus meg.
So please do something drastic because all your emails and promisses will end up on the web for a warning how you bad your service are because it is now months that you only promise me that the fix is on its way but nothing. I'm already looking at other service providers.
