Why doesn't this program do what I want it to do?

This is my billing program. I have to use this! Bit defender doesn't allow it! My IT guy can't even set it up to let me use it! What to do? I think that if I tell a virus writer that I want to use this program, then I have to take him at his word! I bought it, for a lot of money, he has to do what I tell him!

What exactly is the issue here, the page doesn't seem to be blocked by the antivirus on my end? Is the app being blocked when you are trying to install it?

The page is not blocked.

The "Artsoft_setup.exe" file which should be downloaded is blocked by Bitdefender.
