Cannot Activate As Administrator Of Device. Any Help?

I recently purchased Mobile security application for my mobile devices. Specially want to you use antitheft and lost wipe data feature. When I try, I get this message "Because another app is displaying on top of these options, settings is unable to respond".

I have tried all the suggestions from the below URL
