Safepay Error Message. What To Do?

When I visit a financial site, I get the following message:

The navigation to *** failed.

Error ERR_NETWORK_CHANGED(21): The network changed.

I do not have any other third party anti-virus apps installed.

I am on Windows 11 desktop, 64 bit and using BitDefender Total Security.

I tried online chat, but they were unable to provide an explanation or fix.
